Overview: Earth has been at war for generations. At first it was a shooting war and Dr. Frederic Ramsey remembers his father, also a doctor, patching the wounded, repairing the maimed. Now the diplomats are involved and spy planes circle endlessly to make sure each side isn’t preparing for more war while talking peace. However, the peace talks have gone on for decades as neither side will yield a millimeter.
Dennis Foat works for the Psychological Warfare Branch but his real job is to keep track of how the civilian population is holding up under continuous war. In the “Outland” Dennis is measuring brain waves with his hand-held electroencephalograph when he comes across a drunk being evicted from a bar. Curious as to the brain waves of an intoxicated person, he points the electroencephalograph at him. When the whine of a spy plane is heard overhead, the drunk looks skyward, finds the plane and mutters, “Crash, damn you.” The plane crashes and Foat records brain waves at a frequency and amplitude he has never encountered before. Can this “mutant” be the new weapon to finally stop the war?
