Overview: A fierce storm threatens the San Francisco Bay Area…Two small-time criminals, Roy and Cash, pull off a daring bank robbery…A Naval Admiral gambles with his career and the lives of civilians by shipping an experimental chemical weapon through a small town…a rail traffic controller shows up for work inebriated… Over the next forty-eight hours all must deal with the consequences of their actions and battle for their very survival. The chemical, designed to reanimate dead and severely wounded soldiers on the battlefield, escapes into the air and water. Subsequently two small towns come under military siege. The Pentagon works fast to concoct a cover-up and National Guardsmen are sent in to quarantine the two towns, but by this time many of the train passengers have been reanimated and begin to commit a series of grisly killings. While laying low, the robbers find themselves trapped by the army of the undead who can only be killed by beheading or being set ablaze. Desperate, they band together with several residents of a housing project: the sister of one of the bandits, her neighbor (a tough-minded prostitute), the hooker’s jealous trick, and two armed, but timid teenage boys. Martial law has been declared and compounding matters, a trio of agitated of police officers are intent on capturing the robbers dead or alive. As ammunition dwindles, tempers flare, and as the city and later the entire state come under quarantine, Roy and Cash plot an escapee that puts the lives of everyone at risk, but it is the group’s only hope.
