Overview: Antony C. Sutton, researcher at the Hoover Institution, was able to shred the archives of the State Department (in particular reports from the American consul in Riga, Coleman and American agents operating inside the Soviet territory). He consulted documents from the German Ministry of Foreign Affairs, the Western press (L’Information as regards France), the press in particular the numerous publications of the commercial representations of the U.S.S.R. abroad, for example the Economic Life of the Soviets that the commercial representation of the U.S.S.R. in Paris.
Studying the Russian economic recovery after the collapse of the years of revolution, civil war and foreign intervention, he tries the role played by Western technical aid in its various forms. As such, he does not forget the important investments made during the time of the tsarism.
