Overview: Living in a mid-twenty-first century America that has been reshaped after nearly a decade of bloodshed with citizens possessing abnormal abilities labeled as Irregulars. Dr. Devin Prince is a therapist hiding not just his own classified mental condition, but also a secret that would put him in the crosshairs of many nefarious parties. An Irregular himself, Devin, as the Peach City Phantom begrudgingly combats the Underground, the name he has temporarily decided to label the organization he believes to be behind the Irregular-related kidnappings.
