Overview: Terrorist attacks on US bases in Afghanistan have caused a series of events that result in both an OPEC embargo on oil sales to the US and the destruction of American refineries. With fuel being in short supply, food and other merchandise cannot be delivered, and the American economy collapses. Diseases flourish in the cities, where gangs of thugs loot, rape, and kill.
The government is in shambles; its only response is to create a branch of FEMA known as the National Emergency Recovery Corps. Young persons between the ages of eighteen and thirty-five are conscripted to work for NERC, and among those are the two younger brothers of Erin Miller’s friend Jennifer.
