Commonweal series by Graydon Saunders (#1-#2)

Overview: Graydon Saunders was one of the most interesting posters on rec.arts.sf.written and .composition back in the Usenet Cretaceous Period. Every now and then, he would post excerpts of his fiction. He was a very good writer, and also that he was way too strange of a writer to ever be published by a major publishing house. His excerpts, which were always quite evocative and beautiful, tended to read as if they were written from an alternate dimension in which fantasy had taken a completely different direction than it did in our world. He self-published his Commonweal series.
Genre: Fantasy
The March North
The March North is set in a world where the written word has been around for perhaps a hundred thousand years, or perhaps even longer. Where magic has incessantly shaped and reshaped the environment (geological and biological). Where you cannot understand this world without knowing of magic and its history; it would be like trying to make sense of our world while ignoring the existence of grasses.
For the various intelligent species (both evolved and created), this is a world where outbreaks of dark and malevolent magical overlords are as common as century droughts.
But not in the Commonweal, an enclave of thinking beings, many of whom (but not all) are human (or mostly so). The Commonweal has worked out a way for the little folk and the great masters of magic to coexist, without requiring the little folk to become the slaves or worse of the mages, or for the mages to be overthrown and brutally killed as often as it took to actually kill them.
A Succession of Bad Days
The Commonweal has struggled for centuries to achieve and defend a prosperous, stable, defensible and democratic state, one in which everyone is dealt with equitably, regardless of magical potential. Just say no to wizardly autocracies. The usual magical
training technique is aimed at preventing such misuse of magical powers by detecting potential mages young and steering them into appropriate courses. However … it may not be the only way to shape young wizards. Some of the Commonweal’s magical heavy-hitters have come up with an alternative, and the Commonweal is allowing them to experiment. If the experiment works, the Commonweal will be in much better shape to resist its enemies. If it doesn’t … well, the only thing at stake if Parliament gets it wrong is the fate of freedom on this magic-plagued world.
