Overview: Tired of riding a desk and fed up with big-city politics, homicide lieutenant Judith Anderson chucks it all and leaves Baltimore to take a job as Chief of Police of a small Florida city, just south of Jacksonville.
She soon finds that she hasn’t left politics behind—anything but. However as CoP, she does have the freedom to show up at any crime scene she chooses and keep close tabs on the cases that intrigue her.
Her detectives and officers quickly develop a code, based on an old Jacksonville 10 code for “on the scene.” When the first one who spots her whispers into their radio “C.o.P. 10-97,” they all know that their buttinsky new Chief is on the scene.
